Narrative:

While still outside descent area, air carrier X was observed descending below assigned altitude of 7000 ft. Controller advised aircraft to climb and maintain 7000 ft and the pilot responded 'we were responding to an RA. No traffic within 5 mi of aircraft was observed. There was an altitude deviation by air carrier X of 300 ft. There was communication regarding this TCASII maneuver, however, it was initiated by ATC and it was after the maneuver.

Title: CTLR RPTS A TCASII DEV BY A COMMUTER ACFT. CTLR STATES THAT THERE WAS NO TFC WITHIN 5 MI.

Narrative: WHILE STILL OUTSIDE DSCNT AREA, ACR X WAS OBSERVED DSNDING BELOW ASSIGNED ALT OF 7000 FT. CTLR ADVISED ACFT TO CLB AND MAINTAIN 7000 FT AND THE PLT RESPONDED 'WE WERE RESPONDING TO AN RA. NO TFC WITHIN 5 MI OF ACFT WAS OBSERVED. THERE WAS AN ALTDEV BY ACR X OF 300 FT. THERE WAS COM REGARDING THIS TCASII MANEUVER, HOWEVER, IT WAS INITIATED BY ATC AND IT WAS AFTER THE MANEUVER.
