Narrative:

I was working the east high radar position at tampa approach. I had small transport X IFR overflying my sector level at 67000 MSL. I observed my radar display the mode 'C' of the aircraft first at 5000 and alternate to 7000 several different times. The aircraft was always level at 6000.

Narrative: I WAS WORKING THE E HIGH RADAR POS AT TAMPA APCH. I HAD SMT X IFR OVERFLYING MY SECTOR LEVEL AT 67000 MSL. I OBSERVED MY RADAR DISPLAY THE MODE 'C' OF THE ACFT FIRST AT 5000 AND ALTERNATE TO 7000 SEVERAL DIFFERENT TIMES. THE ACFT WAS ALWAYS LEVEL AT 6000.
