Narrative:

Clearance delivery issued clearance with SID -- fly runway heading. Before takeoff we, PF and I, reviewed the instrument departure procedure (attached). Since it was a reduced visibility takeoff at gross weight, we discussed following the IFR departure procedure that says 'all aircraft climb direct sea VOR.' we departed normally, began a right turn toward sea VOR (departure was from runway 13R). When we switched over to departure control, 119.2, controller asked 'where are you going' I replied 'sea VOR,' he asked if I was given SID for departure, I replied yes, then he told us to return to runway heading. Controller sounded upset. I was complying with the IFR departure procedure. I'm still confused about this situation. Far 91.175 is not specific about this, nor is aim 325 B (C)(a)(B)(C). I called the center supervisor upon return and pointed out the disagreement between the SID and this situation before and was at first defensive of his controllers actions, then when I explained why I did what I did, he understood the conflict between the SID and IFR departure procedure. He was going to try and get a resolution for me from someone he knew in flight standards and promised to call me back.

Title: HDG TRACK DEV IN A NON ADHERENCE TO ATC PROC INSTRUCTION CLRNC.

Narrative: CLRNC DELIVERY ISSUED CLRNC WITH SID -- FLY RWY HDG. BEFORE TKOF WE, PF AND I, REVIEWED THE INST DEP PROC (ATTACHED). SINCE IT WAS A REDUCED VISIBILITY TKOF AT GROSS WT, WE DISCUSSED FOLLOWING THE IFR DEP PROC THAT SAYS 'ALL ACFT CLB DIRECT SEA VOR.' WE DEPARTED NORMALLY, BEGAN A R TURN TOWARD SEA VOR (DEP WAS FROM RWY 13R). WHEN WE SWITCHED OVER TO DEP CTL, 119.2, CTLR ASKED 'WHERE ARE YOU GOING' I REPLIED 'SEA VOR,' HE ASKED IF I WAS GIVEN SID FOR DEP, I REPLIED YES, THEN HE TOLD US TO RETURN TO RWY HDG. CTLR SOUNDED UPSET. I WAS COMPLYING WITH THE IFR DEP PROC. I'M STILL CONFUSED ABOUT THIS SITUATION. FAR 91.175 IS NOT SPECIFIC ABOUT THIS, NOR IS AIM 325 B (C)(A)(B)(C). I CALLED THE CTR SUPVR UPON RETURN AND POINTED OUT THE DISAGREEMENT BTWN THE SID AND THIS SITUATION BEFORE AND WAS AT FIRST DEFENSIVE OF HIS CTLRS ACTIONS, THEN WHEN I EXPLAINED WHY I DID WHAT I DID, HE UNDERSTOOD THE CONFLICT BTWN THE SID AND IFR DEP PROC. HE WAS GOING TO TRY AND GET A RESOLUTION FOR ME FROM SOMEONE HE KNEW IN FLT STANDARDS AND PROMISED TO CALL ME BACK.
