Narrative:

Flying on top of broken layer estimated at 10200 ft MSL. Received TA (on TCASII unit) at 1 O'clock and 3 mi, aircraft seemed to be climbing. Aircraft was not shown on display prior to the TA. Within 30 seconds, TA went to RA with ivsi indication to climb 500 FPM. Aircraft was never located visually. Climbed to 11300 ft to avoid. Aircraft passed off of right wing. TCASII display indicated 150 ft below and 1 mi to the right of our aircraft. ATC at tampa departure indicated they were too busy to issue traffic on pop up aircraft. Normal approach and landing completed at srq.

WITHIN 30 SECONDS, TA WENT TO RA WITH IVSI INDICATION TO CLB 500 FPM. ACFT WAS NEVER LOCATED VISUALLY. CLBED TO 11300 FT TO AVOID. ACFT PASSED OFF OF R WING. TCASII DISPLAY INDICATED 150 FT BELOW AND 1 MI TO THE R OF OUR ACFT. ATC AT TAMPA DEP INDICATED THEY WERE TOO BUSY TO ISSUE TFC ON POP UP ACFT. NORMAL APCH AND LNDG COMPLETED AT SRQ.
