Narrative:

Level at 11000 approach control issued traffic not in sight. Shortly thereafter, we got a TA/RA. On the scope it showed -04 11 O'clock 3 mi converging. We all visually checked but were unable to locate aircraft. Speculated it was scud running in undercast (approximately 500 ft below us) at 10500 VFR (?). Then we got climb command. PF was first officer who initiated climb. Frequency congestion prevented advising ATC until we were 'clear' of traffic at 11700 ft. Once we advised of the action we began descent to 11000. No comment other then 'roger' from ATC.

Title: FLC OF ACR LGT ACFT DEVIATED FROM ASSIGNED ALT IN RESPONSE TO A TCASII RA.

Narrative: LEVEL AT 11000 APCH CTL ISSUED TFC NOT IN SIGHT. SHORTLY THEREAFTER, WE GOT A TA/RA. ON THE SCOPE IT SHOWED -04 11 O'CLOCK 3 MI CONVERGING. FREQ CONGESTION PREVENTED ADVISING ATC UNTIL WE WERE 'CLR' OF TFC AT 11700 FT. ONCE WE ADVISED OF THE ACTION WE BEGAN DSCNT TO 11000. NO COMMENT OTHER THEN 'ROGER' FROM ATC.
