Narrative:

Cleared runway at runway 7, holding short for ground. Gate about 100 yards away. Ground talking to other aircraft, frequency congestion. Ground tells us to pass behind aircraft to gate. Don't know if it's aircraft a or B. They both just stop short of us. Frequency congestion. We continue to hold a second aircraft turns off runway and cannot clear because we are holding per instructions. Ground flips out and starts giving instructions without flight numbers. We told him that if he'd give flight numbers along with instructions someone could do something. He tells us to turn left on inner, double back on outer to the gate. We do it at runway 8, but hold short of outer at runway 8 because aircraft a is coming. After aircraft a clears, we turned on outer and headed for the gate. He then said he had wanted us to turn right on outer to runway 9 and double back on inner to gate. Not the way he said it the first time. That would have put us nose to nose with aircraft B. Instructions were incomplete and different each time. Aircraft B was going in wrong direction on inner (per standard taxi rtes). ATC just moved into new tower and cannot see busy air carrier gates. This is an accident waiting to happen. When visibility is reduced due to rain or fog, ground should move back to old tower to see what they're trying to control.

Title: ACR PLT COMPLAINS ABOUT ATC GND HANDLING AND LOCATION OF NEW CTL TWR.

Narrative: CLRED RWY AT RWY 7, HOLDING SHORT FOR GND. GATE ABOUT 100 YARDS AWAY. GND TALKING TO OTHER ACFT, FREQ CONGESTION. GND TELLS US TO PASS BEHIND ACFT TO GATE. DON'T KNOW IF IT'S ACFT A OR B. THEY BOTH JUST STOP SHORT OF US. FREQ CONGESTION. WE CONTINUE TO HOLD A SECOND ACFT TURNS OFF RWY AND CANNOT CLR BECAUSE WE ARE HOLDING PER INSTRUCTIONS. GND FLIPS OUT AND STARTS GIVING INSTRUCTIONS WITHOUT FLT NUMBERS. WE TOLD HIM THAT IF HE'D GIVE FLT NUMBERS ALONG WITH INSTRUCTIONS SOMEONE COULD DO SOMETHING. HE TELLS US TO TURN L ON INNER, DOUBLE BACK ON OUTER TO THE GATE. WE DO IT AT RWY 8, BUT HOLD SHORT OF OUTER AT RWY 8 BECAUSE ACFT A IS COMING. AFTER ACFT A CLRS, WE TURNED ON OUTER AND HEADED FOR THE GATE. HE THEN SAID HE HAD WANTED US TO TURN R ON OUTER TO RWY 9 AND DOUBLE BACK ON INNER TO GATE. NOT THE WAY HE SAID IT THE FIRST TIME. THAT WOULD HAVE PUT US NOSE TO NOSE WITH ACFT B. INSTRUCTIONS WERE INCOMPLETE AND DIFFERENT EACH TIME. ACFT B WAS GOING IN WRONG DIRECTION ON INNER (PER STANDARD TAXI RTES). ATC JUST MOVED INTO NEW TWR AND CANNOT SEE BUSY ACR GATES. THIS IS AN ACCIDENT WAITING TO HAPPEN. WHEN VISIBILITY IS REDUCED DUE TO RAIN OR FOG, GND SHOULD MOVE BACK TO OLD TWR TO SEE WHAT THEY'RE TRYING TO CTL.
