Narrative:

We were cleared for an approach into azo. The primary azo radar was OTS. Inside the air traffic area we had a TCASII TA. We then got a TCASII RA telling us to climb. We climbed, never saw the traffic. ATC never told us about the traffic. Azo has a lot of single engine traffic. A university flight school is at the airport. The pilot of the other aircraft was in an air traffic area and not talking to anyone.

Narrative: WE WERE CLRED FOR AN APCH INTO AZO. THE PRIMARY AZO RADAR WAS OTS. INSIDE THE ATA WE HAD A TCASII TA. WE THEN GOT A TCASII RA TELLING US TO CLB. WE CLBED, NEVER SAW THE TFC. ATC NEVER TOLD US ABOUT THE TFC. AZO HAS A LOT OF SINGLE ENG TFC. A UNIVERSITY FLT SCHOOL IS AT THE ARPT. THE PLT OF THE OTHER ACFT WAS IN AN ATA AND NOT TALKING TO ANYONE.
