Narrative:

On 11/tue/92, I departed from love field around HX25 local time in prescott, az. I then more or less followed highway 89 into prescott but was looking for the sheraton hotel, which is about southeast of town to turn into town. Once I saw the sheraton, I turned right towards the city of prescott, I was over gurley st (the main drag in prescott) and then turned right out of town. The prescott police department said that I was flying low at this time. The more I think about it the more I think that I probably was. Looking back now, I neglected to adjust the altimeter and I wasn't reading it all of the time while I was over prescott. To be honest, I was enjoying the view but once I was leaving the prescott area, the altimeter read 6100- 6200 ft MSL. I then proceeded towards prescott valley and the ningus mountain area, where I did some steep turns and stalls. I then did a low approach over runway 21 at love field and turned north towards chico valley. After flying over that area, I flew towards prescott following 89 again. There were a few cars on the highway giving me a general idea in which to follow 89. It was at this time I turned my landing light on, admittedly out of horse play, but I thought to myself that maybe this isn't such a hot idea so I turned it off after a few seconds. I estimate that I was at least 700 ft AGL over 89, nevertheless, the police charged that from my actions I forced a car off the road. After flying over prescott again, I landed back at love field around XY30 local. In conclusion, it was not my intention to 'buzz' or chase cars over highway 89, however, if turning on my landing light caused a car to go off the road and if I was below 1000 ft AGL over prescott, I am truly responsible.

Title: AN SMA PVT PLT MAY HAVE RUN A CAR OFF OF THE ROAD BY FLYING LOW AT NIGHT.

Narrative: ON 11/TUE/92, I DEPARTED FROM LOVE FIELD AROUND HX25 LCL TIME IN PRESCOTT, AZ. I THEN MORE OR LESS FOLLOWED HWY 89 INTO PRESCOTT BUT WAS LOOKING FOR THE SHERATON HOTEL, WHICH IS ABOUT SE OF TOWN TO TURN INTO TOWN. ONCE I SAW THE SHERATON, I TURNED R TOWARDS THE CITY OF PRESCOTT, I WAS OVER GURLEY ST (THE MAIN DRAG IN PRESCOTT) AND THEN TURNED R OUT OF TOWN. THE PRESCOTT POLICE DEPT SAID THAT I WAS FLYING LOW AT THIS TIME. I THEN DID A LOW APCH OVER RWY 21 AT LOVE FIELD AND TURNED N TOWARDS CHICO VALLEY. AFTER FLYING OVER THAT AREA, I FLEW TOWARDS PRESCOTT FOLLOWING 89 AGAIN. THERE WERE A FEW CARS ON THE HWY GIVING ME A GENERAL IDEA IN WHICH TO FOLLOW 89. IT WAS AT THIS TIME I TURNED MY LNDG LIGHT ON, ADMITTEDLY OUT OF HORSE PLAY, BUT I THOUGHT TO MYSELF THAT MAYBE THIS ISN'T SUCH A HOT IDEA SO I TURNED IT OFF AFTER A FEW SECONDS. I ESTIMATE THAT I WAS AT LEAST 700 FT AGL OVER 89, NEVERTHELESS, THE POLICE CHARGED THAT FROM MY ACTIONS I FORCED A CAR OFF THE ROAD. AFTER FLYING OVER PRESCOTT AGAIN, I LANDED BACK AT LOVE FIELD AROUND XY30 LCL. IN CONCLUSION, IT WAS NOT MY INTENTION TO 'BUZZ' OR CHASE CARS OVER HWY 89, HOWEVER, IF TURNING ON MY LNDG LIGHT CAUSED A CAR TO GO OFF THE ROAD AND IF I WAS BELOW 1000 FT AGL OVER PRESCOTT, I AM TRULY RESPONSIBLE.
