Narrative:

Air carrier flight X was on a ferry flight from pittsburgh, PA, to youngstown, oh. At approximately XA55 pm, ZOB cleared us for the ILS approach to yng runway 32, at XB10 am. Once on the approach, cleveland advised us to call the airport in sight or call them on the ground, this frequency. Yng has an operating control tower 24 hours a day, so this request seemed strange. I gave yng tower a call on frequency 119.1. I called twice before receiving a response. When the controller responded, he requested that my landing lights be turned on so he could see me. I told him that I was IMC and he wouldn't see me. He then said I was cleared to land runway 32. We tried 2 more times on the approach to get updated WX from the tower, but received no answer. After landing in yng without incident, we contacted ground control on 121.9. I said 'youngstown, how do you read this radio?' he said 'loud and clear, good morning air carrier.' I said 'did you receive any transmissions on tower.' he then told me that was the first one he received. I asked what happened. He told me that I had been talking to pittsburgh tower and that pit tower cleared me to land on runway 32 in pittsburgh. I was never told that I was talking to pit tower, I thought we were with yng tower on 119.5. The reason he wasn't talking to me on short final was because I was too low. Yng tower told me that there was no problem. Cleveland had called to let them know that I was coming. I feel that if pittsburgh would have idented themselves, that this would not have happened.

Narrative: ACR FLT X WAS ON A FERRY FLT FROM PITTSBURGH, PA, TO YOUNGSTOWN, OH. AT APPROX XA55 PM, ZOB CLRED US FOR THE ILS APCH TO YNG RWY 32, AT XB10 AM. ONCE ON THE APCH, CLEVELAND ADVISED US TO CALL THE ARPT IN SIGHT OR CALL THEM ON THE GND, THIS FREQ. YNG HAS AN OPERATING CTL TWR 24 HRS A DAY, SO THIS REQUEST SEEMED STRANGE. I GAVE YNG TWR A CALL ON FREQ 119.1. I CALLED TWICE BEFORE RECEIVING A RESPONSE. WHEN THE CTLR RESPONDED, HE REQUESTED THAT MY LNDG LIGHTS BE TURNED ON SO HE COULD SEE ME. I TOLD HIM THAT I WAS IMC AND HE WOULDN'T SEE ME. HE THEN SAID I WAS CLRED TO LAND RWY 32. WE TRIED 2 MORE TIMES ON THE APCH TO GET UPDATED WX FROM THE TWR, BUT RECEIVED NO ANSWER. AFTER LNDG IN YNG WITHOUT INCIDENT, WE CONTACTED GND CTL ON 121.9. I SAID 'YOUNGSTOWN, HOW DO YOU READ THIS RADIO?' HE SAID 'LOUD AND CLR, GOOD MORNING ACR.' I SAID 'DID YOU RECEIVE ANY TRANSMISSIONS ON TWR.' HE THEN TOLD ME THAT WAS THE FIRST ONE HE RECEIVED. I ASKED WHAT HAPPENED. HE TOLD ME THAT I HAD BEEN TALKING TO PITTSBURGH TWR AND THAT PIT TWR CLRED ME TO LAND ON RWY 32 IN PITTSBURGH. I WAS NEVER TOLD THAT I WAS TALKING TO PIT TWR, I THOUGHT WE WERE WITH YNG TWR ON 119.5. THE REASON HE WASN'T TALKING TO ME ON SHORT FINAL WAS BECAUSE I WAS TOO LOW. YNG TWR TOLD ME THAT THERE WAS NO PROBLEM. CLEVELAND HAD CALLED TO LET THEM KNOW THAT I WAS COMING. I FEEL THAT IF PITTSBURGH WOULD HAVE IDENTED THEMSELVES, THAT THIS WOULD NOT HAVE HAPPENED.
