Narrative:

Departure control was very busy with one controller working several frequencys. We leveled off at 10000 ft (clearance limit). A TCASII alert occurred with a pop up traffic at 5-7 mi and 700 ft above descending. TCASII commanded a 3000-4000 FPM climb. I disengaged the autoplt and started the climb. I visually acquired the traffic and started a right turn to provide more separation. The other aircraft, a commuter airliner (light transport aircraft) went about 700 ft below. 2 mi off the left side I stopped the climb at 10700 ft and started a descent back to 10000. The captain (not flying) notified ATC of the deviation. He cleared us to climb 17000 and handed us off to abq center.
