Narrative:

President campaigning in nj. 3 flight restriction notices issued for oct/thu/92. Users of duats and contracted WX/NOTAMS service will not get the NOTAM unless they specifically call up the VOR that the NOTAM is predicated on (this explained to me by the FAA military operations office which issues the NOTAM). A VFR pilot requesting only destination and en route WX will not get the NOTAM because he didn't request the 3 vors named above. Therefore, he could fly right through a restr area. In fact, 1 of our members did just that. This problem was discovered when I was getting NOTAMS from AFSS millville (they gave me everything because we recently completed an sser on NOTAMS on this very problem. AFSS's had the very same problem before this sser and erhc complaints corrected it. Solution: put all flight restriction NOTAMS on the wide area distribution system (D NOTAMS) rather than the local area ( left NOTAMS) system as now seems to be the case. I sat on the FAA's sser on this problem and find it difficult to believe that this now exists on duat. The sser involved many people, lasted for over a yr and for what?

Title: A HELI ASSOCIATION SUGGESTS WIDER AND MORE TIMELY DISSEMINATION OF NOTICES TO AIRMEN COVERING FLT RESTRICTIONS IN THE PROX OF PRESIDENTIAL AND OTHER PUBLIC OFFICIALS. SEE SECTION 91 PT 141 OF THE FARS.

Narrative: PRESIDENT CAMPAIGNING IN NJ. 3 FLT RESTRICTION NOTICES ISSUED FOR OCT/THU/92. IN FACT, 1 OF OUR MEMBERS DID JUST THAT. THIS PROBLEM WAS DISCOVERED WHEN I WAS GETTING NOTAMS FROM AFSS MILLVILLE (THEY GAVE ME EVERYTHING BECAUSE WE RECENTLY COMPLETED AN SSER ON NOTAMS ON THIS VERY PROBLEM. AFSS'S HAD THE VERY SAME PROBLEM BEFORE THIS SSER AND ERHC COMPLAINTS CORRECTED IT.
