Narrative:

Took off at PM48 local time. NOTAM requires a reservation from PM30 (with permission of ground control and tower) to PM59 plus 3 local time. I asked people, many times, what special canadian problems, instructions, requirements were involved. No one told me about reservation restrictions. I telephoned canadian WX telephone number for a period in excess of 2 hours in the morning. No answer. Busy. I telephoned canadian WX telephone number for a period in excess of 2 hours in the afternoon. No answer. Busy. I tried to telephone FAA in buffalo. Canada telephone company will not accept 800 numbers. Added 1/2 hour to preflight. I asked the FBO for help getting briefer on telephone. No help. FBO said all pilots complain. I looked up FAA direct dial (pay) telephone number for buf. Made long distance call, found number disconnected. Added 1/2 hour to preflight. I telephoned FAA administration in buf to advise them of my problem getting WX, NOTAMS, and advice regarding special canadian requirements. FAA administration said they knew about telephone problems. They confirmed that canada has only 1 line for briefers. FAA administration set up special telephone patch for me with briefer. I got the WX! No NOTAMS. No special requirements. I asked FAA for them. They reported none, added 1/4 hour to preflight. FBO duats term.yyz.inoperative., also. I telephoned customs in cle (hopkins) to advise of delay in arrival time. They replied, that will cost you another $25 due to late arrival and overtime. I asked if they knew of any special requirements. Reply, none. I called yyz ground control on radio. Requested they activate my VFR flight plan (that I filed with buf briefer). Yyz said they would try, but I should use 122.0 to activate after takeoff. I asked for any special canadian instructions. Yyz ground said none. I think canada purposely trapped me into this situation. I contacted buf over the lake, asked if flight plan was activated. They said they couldn't tell because originated yyz, destination cle. I asked for adcus, ETA revision. They said they could handle that. Canadian investigation letter to church (owner). Received. Canada, more briefers, more telephones. Cooperate with united states -- united states FAA, provide telephone access to FSS from canada. Provide standard NOTAMS on all canada flts, when requested. At the start of the trip, asked williamsport FSS to advise yyz NOTAMS and/or special instructions. They advised about customs. Nothing else.

I TELEPHONED FAA ADMINISTRATION IN BUF TO ADVISE THEM OF MY PROBLEM GETTING WX, NOTAMS, AND ADVICE REGARDING SPECIAL CANADIAN REQUIREMENTS. FAA ADMINISTRATION SAID THEY KNEW ABOUT TELEPHONE PROBLEMS. THEY CONFIRMED THAT CANADA HAS ONLY 1 LINE FOR BRIEFERS. FAA ADMINISTRATION SET UP SPECIAL TELEPHONE PATCH FOR ME WITH BRIEFER. I GOT THE WX! NO NOTAMS. NO SPECIAL REQUIREMENTS. I ASKED FAA FOR THEM. THEY SAID THEY COULDN'T TELL BECAUSE ORIGINATED YYZ, DEST CLE. I ASKED FOR ADCUS, ETA REVISION. THEY SAID THEY COULD HANDLE THAT. CANADIAN INVESTIGATION LETTER TO CHURCH (OWNER). RECEIVED. CANADA, MORE BRIEFERS, MORE TELEPHONES. COOPERATE WITH UNITED STATES -- UNITED STATES FAA, PROVIDE TELEPHONE ACCESS TO FSS FROM CANADA. PROVIDE STANDARD NOTAMS ON ALL CANADA FLTS, WHEN REQUESTED. AT THE START OF THE TRIP, ASKED WILLIAMSPORT FSS TO ADVISE YYZ NOTAMS AND/OR SPECIAL INSTRUCTIONS. THEY ADVISED ABOUT CUSTOMS. NOTHING ELSE.
