Narrative:

I was flying a hot air balloon in light winds heading south at 2- 3 mph. I passed to the east of a house in the open desert, low, because of the very light wind needed to maneuver to landing and stay below the traffic pattern of deer valley airport. The house was approximately 100 yards west and, in hindsight, I probably should have landed, but the owner of the house (I don't know the owner of the property) would have yelled at me and my passenger. I elected to fly on in order to defuse the situation. The landing was made 1/2 mi south without incident. I was in contact with the tower and was told to 'land at my own discretion,' which I did.

Title: A HOT AIR BALLOON PLT FLEW LOW BY A HOUSE, THEN LANDED WITH CLRNC IN A CTL ZONE.

Narrative: I WAS FLYING A HOT AIR BALLOON IN LIGHT WINDS HDG S AT 2- 3 MPH. I PASSED TO THE E OF A HOUSE IN THE OPEN DESERT, LOW, BECAUSE OF THE VERY LIGHT WIND NEEDED TO MANEUVER TO LNDG AND STAY BELOW THE TFC PATTERN OF DEER VALLEY ARPT. THE HOUSE WAS APPROX 100 YARDS W AND, IN HINDSIGHT, I PROBABLY SHOULD HAVE LANDED, BUT THE OWNER OF THE HOUSE (I DON'T KNOW THE OWNER OF THE PROPERTY) WOULD HAVE YELLED AT ME AND MY PAX. I ELECTED TO FLY ON IN ORDER TO DEFUSE THE SITUATION. THE LNDG WAS MADE 1/2 MI S WITHOUT INCIDENT. I WAS IN CONTACT WITH THE TWR AND WAS TOLD TO 'LAND AT MY OWN DISCRETION,' WHICH I DID.
