Narrative:

An mdt nearly missed an uncontrolled VFR small aircraft cruising near the airport at 3000 ft. What caused this problem is lack of an arsa near an airport that gets very busy. The 3000 ft traffic was issued to the mdt but he didn't see him until the last second. Had he not seen him, it would have been a disaster.

Title: MDT HAS NMAC WITH SMA NEAR ARPT.

Narrative: AN MDT NEARLY MISSED AN UNCTLED VFR SMA CRUISING NEAR THE ARPT AT 3000 FT. WHAT CAUSED THIS PROBLEM IS LACK OF AN ARSA NEAR AN ARPT THAT GETS VERY BUSY. THE 3000 FT TFC WAS ISSUED TO THE MDT BUT HE DIDN'T SEE HIM UNTIL THE LAST SECOND. HAD HE NOT SEEN HIM, IT WOULD HAVE BEEN A DISASTER.
