Narrative:

During approach to 'san' the landing runway was switched from 9 to 27 due to winds and visibility. We were vectored in a squawk while awaiting the turn around as we were #1 to land to the west. On final approach we were cleared to land. After passing balboa hospital, one aircraft, on the ground, was in the takeoff roll and another was cleared for takeoff. Upon reaching approximately 800 ft, and the first aircraft on takeoff roll still on the ground and the second on the approach end of the runway, we executed a missed approach and so informed the tower. We were then vectored on a 275 degree heading to maintain 2500 ft. We heard no instructions to either of the other aircraft, possibly due to being handed off to departure control. We followed the tower instructions until we saw a 400 ft difference in altitude, as displayed on TCASII, between us and the aircraft which had lifted off ahead of us. We turned to the right for separation and when the other aircraft was sighted visually, we paralleled our original course. We were then vectored for another approach and landing.

Title: AN MLG HAD TO MAKE A GAR BECAUSE OF DEPARTING TFC. THEN THE RPTING ACFT HAD A TCASII ALERT CAUSED BY THE DEPARTING ACFT CLBING INTO HIS AIRSPACE.

Narrative: DURING APCH TO 'SAN' THE LNDG RWY WAS SWITCHED FROM 9 TO 27 DUE TO WINDS AND VISIBILITY. WE WERE VECTORED IN A SQUAWK WHILE AWAITING THE TURN AROUND AS WE WERE #1 TO LAND TO THE W. ON FINAL APCH WE WERE CLRED TO LAND. AFTER PASSING BALBOA HOSPITAL, ONE ACFT, ON THE GND, WAS IN THE TKOF ROLL AND ANOTHER WAS CLRED FOR TKOF. UPON REACHING APPROX 800 FT, AND THE FIRST ACFT ON TKOF ROLL STILL ON THE GND AND THE SECOND ON THE APCH END OF THE RWY, WE EXECUTED A MISSED APCH AND SO INFORMED THE TWR. WE WERE THEN VECTORED ON A 275 DEG HDG TO MAINTAIN 2500 FT. WE HEARD NO INSTRUCTIONS TO EITHER OF THE OTHER ACFT, POSSIBLY DUE TO BEING HANDED OFF TO DEP CTL. WE FOLLOWED THE TWR INSTRUCTIONS UNTIL WE SAW A 400 FT DIFFERENCE IN ALT, AS DISPLAYED ON TCASII, BTWN US AND THE ACFT WHICH HAD LIFTED OFF AHEAD OF US. WE TURNED TO THE R FOR SEPARATION AND WHEN THE OTHER ACFT WAS SIGHTED VISUALLY, WE PARALLELED OUR ORIGINAL COURSE. WE WERE THEN VECTORED FOR ANOTHER APCH AND LNDG.
