Narrative:
Air carrier X on final to dca. We were cleared to land on runway 36. (Clearance issued on approximately 8 mi final). At about 200 ft, we were instructed to go around because there was another aircraft in takeoff position on runway 36. I telephoned the tower later and was told that I had been cleared to circle to runway 33. I never received or acknowledged that clearance. Landing made without incident on second approach.

Title: ACR X NON ADHERENCE TO ATC CLRNC MADE APCH TO WRONG RWY HAD CONFLICT WITH ACFT Y IN POS. APCH TO OCCUPIED RWY. PLTDEV.
Narrative: ACR X ON FINAL TO DCA. WE WERE CLRED TO LAND ON RWY 36. (CLRNC ISSUED ON APPROX 8 MI FINAL). AT ABOUT 200 FT, WE WERE INSTRUCTED TO GAR BECAUSE THERE WAS ANOTHER ACFT IN TKOF POS ON RWY 36. I TELEPHONED THE TWR LATER AND WAS TOLD THAT I HAD BEEN CLRED TO CIRCLE TO RWY 33. I NEVER RECEIVED OR ACKNOWLEDGED THAT CLRNC. LNDG MADE WITHOUT INCIDENT ON SECOND APCH.
