Narrative:

Air carrier X cleared for approach 12 DME out, runway 27. Air carrier Y was asked by approach control if he could make short approach to runway 27 when he was on downwind north of the field. He replied that he could. Air carrier X was asked to slow to speed 210 KTS, then 180 KTS, then 150 KTS, which we did, but at that time the TCASII went off. Air carrier X said that this idea was not going to work out. TCASII indicated a climb be performed at which we did. Bos control wanted air carrier X to descend to 2000 ft. At that time air carrier X made a right climbing turn when air carrier Y flew dangerously close in front. Air carrier X made a right 360 degree turn at 2500 ft AGL to reintercept ILS runway 27 at bos. I feel the controller at ZBW was wrong with trying to fit 2 aircraft into the same space at same time. This was a very unsafe situation for both carriers. Air carrier X was flying into the sun and air carrier Y away. Air carrier Y should have declined the question and extended his downwind leg. I also feel maybe some retraining is in order for that specific controller.

Title: ACR X TCASII RA ON FINAL APCH EVASIVE ACTION TAKEN FROM ACR Y. NON ADHERENCE TO ATC INSTRUCTION.

Narrative: ACR X CLRED FOR APCH 12 DME OUT, RWY 27. ACR Y WAS ASKED BY APCH CTL IF HE COULD MAKE SHORT APCH TO RWY 27 WHEN HE WAS ON DOWNWIND N OF THE FIELD. HE REPLIED THAT HE COULD. ACR X WAS ASKED TO SLOW TO SPD 210 KTS, THEN 180 KTS, THEN 150 KTS, WHICH WE DID, BUT AT THAT TIME THE TCASII WENT OFF. ACR X SAID THAT THIS IDEA WAS NOT GOING TO WORK OUT. TCASII INDICATED A CLB BE PERFORMED AT WHICH WE DID. BOS CTL WANTED ACR X TO DSND TO 2000 FT. AT THAT TIME ACR X MADE A R CLBING TURN WHEN ACR Y FLEW DANGEROUSLY CLOSE IN FRONT. ACR X MADE A R 360 DEG TURN AT 2500 FT AGL TO REINTERCEPT ILS RWY 27 AT BOS. I FEEL THE CTLR AT ZBW WAS WRONG WITH TRYING TO FIT 2 ACFT INTO THE SAME SPACE AT SAME TIME. THIS WAS A VERY UNSAFE SIT FOR BOTH CARRIERS. ACR X WAS FLYING INTO THE SUN AND ACR Y AWAY. ACR Y SHOULD HAVE DECLINED THE QUESTION AND EXTENDED HIS DOWNWIND LEG. I ALSO FEEL MAYBE SOME RETRAINING IS IN ORDER FOR THAT SPECIFIC CTLR.
