Narrative:

Ground controller gave small aircraft X instructions to taxi to runway 35, intersection takeoff at charlie taxiway. I informed subject controller that I was on the southeast ramp and requested full length on runway 35 (it is approximately 100 yards from my position -- charlie is approximately 600 yards away). For no apparent reason, ground controller again gave instruction to taxi to charlie. I complied. When I was ready for takeoff, local controller gave me position and hold runway 35 at charlie intersection. I observed traffic on 1 mi final to runway 06 and to expedite traffic, I requested takeoff on runway 17 at charlie (runway 05 crosses 35 approximately 1400 ft in front of my position). Request denied by local controller due to traffic, air carrier Y, on 4 mi final to runway 35. Then told controller I was ready for takeoff on runway 35. No takeoff clearance was received and I saw air carrier Y approaching the numbers on runway 35 directly behind me for landing. I vacated the 35 runway for taxiway charlie to let air carrier Y land within the next few seconds. Ground controller should have given me full length as requested. There was not traffic between my position and runway 35 and no NOTAM of any taxiway out of service. The local controller should not have given me position and hold with air carrier Y cleared to land on 35 and another clearance to land on runway 06 for other airliner. If anything he should have given an immediate takeoff, and if unable, to hold short of runway 35.

Narrative: GND CTLR GAVE SMA X INSTRUCTIONS TO TAXI TO RWY 35, INTXN TKOF AT CHARLIE TAXIWAY. GND CTLR SHOULD HAVE GIVEN ME FULL LENGTH AS REQUESTED. THERE WAS NOT TFC BTWN MY POS AND RWY 35 AND NO NOTAM OF ANY TAXIWAY OUT OF SVC. THE LCL CTLR SHOULD NOT HAVE GIVEN ME POS AND HOLD WITH ACR Y CLRED TO LAND ON 35 AND ANOTHER CLRNC TO LAND ON RWY 06 FOR OTHER AIRLINER. IF ANYTHING HE SHOULD HAVE GIVEN AN IMMEDIATE TKOF, AND IF UNABLE, TO HOLD SHORT OF RWY 35.
