Narrative:

I was conducting a student pilot stage check and we were cleared to taxi to runway 25 for takeoff from the ramp area. To get to runway 25, it required using taxiway charlie which crosses runway 12-30. As we were crossing 12, I suddenly became aware of the very loud sound of an aircraft barely flying over the top of us, crossing left to right. I looked out to the right and saw an small aircraft twin in the process of retracting its gear and departing the airport. We continued our taxi to the runup area. My first reaction was we had violated our taxi clearance by crossing the runway, but it was later verified we were cleared to 25, and the controllers (ground and tower) were at fault in their operations.

Title: A TAXIING SMA WAS OVERFLOWN BY A SMA TWIN. TWR SEEMS TO HAVE GIVEN IMPROPER TKOF INSTRUCTIONS TO THE SMA TWIN.

Narrative: I WAS CONDUCTING A STUDENT PLT STAGE CHK AND WE WERE CLRED TO TAXI TO RWY 25 FOR TKOF FROM THE RAMP AREA. TO GET TO RWY 25, IT REQUIRED USING TAXIWAY CHARLIE WHICH CROSSES RWY 12-30. AS WE WERE XING 12, I SUDDENLY BECAME AWARE OF THE VERY LOUD SOUND OF AN ACFT BARELY FLYING OVER THE TOP OF US, XING L TO R. I LOOKED OUT TO THE R AND SAW AN SMA TWIN IN THE PROCESS OF RETRACTING ITS GEAR AND DEPARTING THE ARPT. WE CONTINUED OUR TAXI TO THE RUNUP AREA. MY FIRST REACTION WAS WE HAD VIOLATED OUR TAXI CLRNC BY XING THE RWY, BUT IT WAS LATER VERIFIED WE WERE CLRED TO 25, AND THE CTLRS (GND AND TWR) WERE AT FAULT IN THEIR OPS.
