Narrative:

I was standing in front of my hangar at lgb when an small aircraft left his hangar and started taxiing northbound to runway 25R. As he was taxiing, an small aircraft helicopter took off and moved out on to the taxiway behind the small aircraft at about 7 ft above the taxiway. As the helicopter moved northbound, he passed over the small aircraft at about 8 ft, a very dangerous operation. The helicopters at school should takeoff and fly eastbound over the golf course before heading on a course. We have had many close calls with fixed wing and helicopters meeting at the blind northeast corner of the hangars.
