Narrative:

Had flown from pit to san. Was told by approach to turn to a heading to intercept localizer, slow to approximately 180 KTS and descend to 5000 ft. Captain turned to the heading but did not intercept localizer until I drew it to his attention after announcing localizer alive. He then turned off autoplt and flight director and flew raw data as he continued to slow and descend. Captain kept asking me if I saw the traffic we were slowing for and to keep looking for it. At 4700 ft altitude alerter went off (I'm still looking outside for traffic per captain's request) and we descended to 4550 ft before captain arrested descent and climbed back to 5000 ft assigned altitude. Captain was more concerned on what controller was doing than what plane was doing!
