Narrative:

This is a foreign civil aircraft that I am leasing. The flight attendant issues operating limitations for each flight I take. I had authorization to go from D52 to roc each night. I flew around the airport at D52 and returned to land at D52 instead of going to roc. I had 2 additional crew members on board. The FAA said that I was in violation of my operations limits for returning to D52 and for having 2 acms on board. I did not think that flying around D52 would create a problem since I had authorization to fly approximately 15 mi to rochester. The 2 acm were part of the crew for the weekend.

Title: PLT OF SMT FOREIGN REGISTERED ACFT EXCEEDED THE ACFT AIRWORTHINESS CERTIFICATE OPERATING AREA LIMITATIONS.

Narrative: THIS IS A FOREIGN CIVIL ACFT THAT I AM LEASING. THE FA ISSUES OPERATING LIMITATIONS FOR EACH FLT I TAKE. I HAD AUTHORIZATION TO GO FROM D52 TO ROC EACH NIGHT. I FLEW AROUND THE ARPT AT D52 AND RETURNED TO LAND AT D52 INSTEAD OF GOING TO ROC. I HAD 2 ADDITIONAL CREW MEMBERS ON BOARD. THE FAA SAID THAT I WAS IN VIOLATION OF MY OPS LIMITS FOR RETURNING TO D52 AND FOR HAVING 2 ACMS ON BOARD. I DID NOT THINK THAT FLYING AROUND D52 WOULD CREATE A PROBLEM SINCE I HAD AUTHORIZATION TO FLY APPROX 15 MI TO ROCHESTER. THE 2 ACM WERE PART OF THE CREW FOR THE WEEKEND.
