Narrative:
There was no ARTS III-a tag on aircraft X (4000 ft) (sli-lax- vny). DH1 called radar contact but did not start ARTS III-a track. Aircraft X was 2 mi west of lax northbound and was 1.5 mi from another aircraft Y at 4500 ft climbing to 6000 ft also northbound (IFR).

Narrative: THERE WAS NO ARTS III-A TAG ON ACFT X (4000 FT) (SLI-LAX- VNY). DH1 CALLED RADAR CONTACT BUT DID NOT START ARTS III-A TRACK. ACFT X WAS 2 MI W OF LAX NBOUND AND WAS 1.5 MI FROM ANOTHER ACFT Y AT 4500 FT CLBING TO 6000 FT ALSO NBOUND (IFR).
