Narrative:

Flying the cedar lake VOR. Transition for the ILS runway 13 approach. At acy, I just thought that I was at 2600 ft instead of 1600 ft, when intercepting the localizer and I start a descent. Then was advised of altitude alert and then executed missed approach.
