Narrative:

Engine anti-icing on at FL310 MFDU displayed high vibration, .9 #1 engine confirmed by flight attendant in rear of aircraft. Accomplished vibration high checklist. Vibration in the green with engine at idle. In clear skies for 5 mins engine anti- icing on advance throttle got high vibration. Declared emergency, advised passenger and flight attendants of nature, time, etc. Diverted to dayton on final advanced throttle operated normal. Fix was to put silicone sealant where engine nose cone cap fits over nose cone. Manufacturer tolerance allows 2/32 gap to get under nose cap freeze and vibrate.

MANUFACTURER TOLERANCE ALLOWS 2/32 GAP TO GET UNDER NOSE CAP FREEZE AND VIBRATE.
