Narrative:

While leveling off at FL430, #2 engine compressor stalled and flamed out. We performed engine failure checklist and requested a lower altitude. Cle ATC gave us 350 while on descent performed engine relight checklist with a successful restart. I notified ATC, company dispatch maintenance control, passenger, and chief pilot. Total windmilling time 4 min. Aircraft was widebody transport with jet power engine.
