Narrative:

Right after takeoff, we received a TA from the TCASII. It had no altitude and was right next to us. After some consultation with departure control we determined he had no such target and we continued to paint it. It appeared to be close to the upwind end of runway 28. The controller said it could be the radio shop at the airport. Transmitting a transponder signal for test purposes is illegal.

Title: MLG RECEIVES TCASII TA AT 500 FT ON TKOF. NO TFC. CTLR BELIEVES POSSIBLY RADIO SHOP CAUSED SIGNAL.

Narrative: RIGHT AFTER TKOF, WE RECEIVED A TA FROM THE TCASII. IT HAD NO ALT AND WAS RIGHT NEXT TO US. AFTER SOME CONSULTATION WITH DEP CTL WE DETERMINED HE HAD NO SUCH TARGET AND WE CONTINUED TO PAINT IT. IT APPEARED TO BE CLOSE TO THE UPWIND END OF RWY 28. THE CTLR SAID IT COULD BE THE RADIO SHOP AT THE ARPT. XMITTING A TRANSPONDER SIGNAL FOR TEST PURPOSES IS ILLEGAL.
