Narrative:
Upon leveling at 15000 ft we received a TCASII TA of an aircraft at 2 O'clock and 15300 ft. An RA soon followed. We descended to 14500 until clear of conflict. Traffic passed within 1/2 mi and 800 ft vertical. ATC TA's were late and insufficient. We were not given a TA by ZNY until after we had responded to the RA and traffic was within 1 mi and 300 ft.

Narrative: UPON LEVELING AT 15000 FT WE RECEIVED A TCASII TA OF AN ACFT AT 2 O'CLOCK AND 15300 FT. AN RA SOON FOLLOWED. WE DSNDED TO 14500 UNTIL CLR OF CONFLICT. TFC PASSED WITHIN 1/2 MI AND 800 FT VERT. ATC TA'S WERE LATE AND INSUFFICIENT. WE WERE NOT GIVEN A TA BY ZNY UNTIL AFTER WE HAD RESPONDED TO THE RA AND TFC WAS WITHIN 1 MI AND 300 FT.
