Narrative:

Landing runway 4R, departing runway 31L, midnight noise abatement confign. Air carrier X landed runway 4R and was instructed to hold short of runway 4L. Air carrier Y, was cleared for takeoff runway 4L (noise abatement problem is for jets only and the wind and air carrier Y's route favored 4L). At this time, it appeared that air carrier X was still moving getting close to runway 4L. I cancelled air carrier Y's takeoff clearance and he exited runway 4L without incident. Air carrier X was instructed to cross runway 4L and continued to the gate. Air carrier Y departed. I do not believe that a runway incursion occurred, but I cancelled air carrier Y's takeoff to be on the safe side. After checking the airport lighting panel, I discovered that the runway 4L hold bar lights were off. The lighting panel has numerous bulbs burned out, and several recent additions (new high speed lights, etc) do not have on/off indications in the tower and must be verified by personnel on the field. In future, I'll double check all lighting, especially when using non-standard arrs or departures.

Title: ACR Y TKOF CLRNC CANCELED BECAUSE OF POSSIBLE RWY INCURSION BY ACR X. ACR Y ABORTED TKOF.

Narrative: LNDG RWY 4R, DEPARTING RWY 31L, MIDNIGHT NOISE ABATEMENT CONFIGN. ACR X LANDED RWY 4R AND WAS INSTRUCTED TO HOLD SHORT OF RWY 4L. ACR Y, WAS CLRED FOR TKOF RWY 4L (NOISE ABATEMENT PROBLEM IS FOR JETS ONLY AND THE WIND AND ACR Y'S RTE FAVORED 4L). AT THIS TIME, IT APPEARED THAT ACR X WAS STILL MOVING GETTING CLOSE TO RWY 4L. I CANCELLED ACR Y'S TKOF CLRNC AND HE EXITED RWY 4L WITHOUT INCIDENT. ACR X WAS INSTRUCTED TO CROSS RWY 4L AND CONTINUED TO THE GATE. ACR Y DEPARTED. I DO NOT BELIEVE THAT A RWY INCURSION OCCURRED, BUT I CANCELLED ACR Y'S TKOF TO BE ON THE SAFE SIDE. AFTER CHKING THE ARPT LIGHTING PANEL, I DISCOVERED THAT THE RWY 4L HOLD BAR LIGHTS WERE OFF. THE LIGHTING PANEL HAS NUMEROUS BULBS BURNED OUT, AND SEVERAL RECENT ADDITIONS (NEW HIGH SPD LIGHTS, ETC) DO NOT HAVE ON/OFF INDICATIONS IN THE TWR AND MUST BE VERIFIED BY PERSONNEL ON THE FIELD. IN FUTURE, I'LL DOUBLE CHK ALL LIGHTING, ESPECIALLY WHEN USING NON-STANDARD ARRS OR DEPS.
