Narrative:

Event involves a communication problem between aircraft, denver center, and grand junction radio. Air carrier X on taxi out requested an IFR clearance to denver stapleton from grand junction radio. Receipt of IFR clearance was a hold entry over the field with a delay. We did not accept the IFR clearance and grand junction radio said, 'I will tell den center you are departing VFR'. After departure air carrier X called den center: denver center, air carrier X off of montrose VFR out of 12000 climbing. Response: air carrier X cleared as filed climb and maintain FL210. Response: do you have an IFR squawk for us. Response: squawk XXXX. Next call by center: air carrier X radar contact over XXXX intersection. 5 mins later center says did you tell me you were VFR because you could have been in conflict with aircraft on approach at gunnison, co. He assumed we were climbing in the hold over mtj IFR instead of VFR. My next call a couple mins later: den center, did grand junction radio tell you we departed VFR and did not accept the IFR clearance. Answer: yes, after I issued you a climb clearance. It seems better timely communication between radio and center regarding IFR clrncs would help, as well as more information passed between aircraft and controller. A red flag should have gone up when we were issued a climb clearance without an IFR squawk. 12 mins or more passed before grand junction radio advised denver center we did not accept the IFR clearance. In today's time of aircraft speeds that can be converted into the radius of a TCA.
