Narrative:

Upon leveling at 9000 en route bgm to phl, we noticed the right beta light flickering. Shortly thereafter, the right propeller began to go off speed. We elected to divert to avp. On the descent, the propeller became more uncontrollable. We elected to make a precautionary engine shutdown. We landed without incident in avp.
