Narrative:

Flight dfw/aus on 6/X/92 was level at 12000 ft trying to get approach control on 119.6. I was at 12000 ft about 25 mi from airport on IFR flight plan unable to get approach control's attention for lower. We then had a TA on TCASII to pull up. We immediately did and the aircraft was approximately 800 ft below at 11500 . Approach at that time was taking an IFR flight plan from a GA aircraft. I realize the controllers are busy and overworked at times and I'm sure understaffed, but consideration should be given to aircraft already on IFR flight plans.

Title: ALTDEV ALT EXCURSION AFTER RECEIVING TCASII RA.

Narrative: FLT DFW/AUS ON 6/X/92 WAS LEVEL AT 12000 FT TRYING TO GET APCH CTL ON 119.6. I WAS AT 12000 FT ABOUT 25 MI FROM ARPT ON IFR FLT PLAN UNABLE TO GET APCH CTL'S ATTN FOR LOWER. WE THEN HAD A TA ON TCASII TO PULL UP. WE IMMEDIATELY DID AND THE ACFT WAS APPROX 800 FT BELOW AT 11500 . APCH AT THAT TIME WAS TAKING AN IFR FLT PLAN FROM A GA ACFT. I REALIZE THE CTLRS ARE BUSY AND OVERWORKED AT TIMES AND I'M SURE UNDERSTAFFED, BUT CONSIDERATION SHOULD BE GIVEN TO ACFT ALREADY ON IFR FLT PLANS.
