Narrative:

Air carrier X on a visual approach to runway 9 first call to eyw tower was a 1 mi northeast of eyw VOR (inside the eyw air traffic area) asked the pilot when the nqx approach control switched him and he said just now. I then asked nqx when they switched air carrier X and they said 4 to 5 mi north of nqx. Someone is lying. I tend to believe the pilot because there was a military motorglider on a VOR B approach and he was IFR until he went missed approach. After he went missed is when I first talked to air carrier X.
