Narrative:

We were assigned a crossing restriction of 45 NM of roa at FL290, descending from FL370. Due to the first officer's inattn to the tailwind and rate of descent we were not going to make the crossing. I brought that fact to the first officer attention and attempted to advise center but was unable due to ctrs continuous instructions being given to other aircraft. I checked our TA RA scope -- not traffic in out 30 mi scale. Actual crossing altitude was FL303 or 1300 ft above restriction.
