Narrative:
We were assigned a crossing restriction of 45 NM of roa at FL290, descending from FL370. Due to the first officer's inattn to the tailwind and rate of descent we were not going to make the crossing. I brought that fact to the first officer attention and attempted to advise center but was unable due to ctrs continuous instructions being given to other aircraft. I checked our TA RA scope -- not traffic in out 30 mi scale. Actual crossing altitude was FL303 or 1300 ft above restriction.

Title: ACR LGT FAILS TO MAKE XING RESTRICTION DURING DSCNT FROM FL370 TO FL290. MISSES BY 1300 FT BECAUSE PF FO FAILED TO TAKE TAILWIND INTO ACCOUNT.
Narrative: WE WERE ASSIGNED A XING RESTRICTION OF 45 NM OF ROA AT FL290, DSNDING FROM FL370. DUE TO THE FO'S INATTN TO THE TAILWIND AND RATE OF DSCNT WE WERE NOT GOING TO MAKE THE XING. I BROUGHT THAT FACT TO THE FO ATTN AND ATTEMPTED TO ADVISE CTR BUT WAS UNABLE DUE TO CTRS CONTINUOUS INSTRUCTIONS BEING GIVEN TO OTHER ACFT. I CHKED OUR TA RA SCOPE -- NOT TFC IN OUT 30 MI SCALE. ACTUAL XING ALT WAS FL303 OR 1300 FT ABOVE RESTRICTION.
