Narrative:

We were flying on J29 northeast on the pocket city VOR 048 degree radial 140 DME at FL250. At approximately HH30Z, our TCASII gave a TA at 11 O'clock position, 1300 ft below and climbing. He was converging. Next we got a RA as he was 5-6 mi and closing and was 800 ft below and climbing. We received oral and visual indications from our TCASII to climb. Vsi showed we should climb at 1000 FPM. Captain started a climb, at approximately FL255 climb indications stopped. We leveled off at approximately 25550 ft MSL. We immediately notified center of our climb and asked if he had traffic below us which was climbing. He (ZID) advised that he had traffic below us level at FL240. After traffic passed behind us, we descended back to FL250 and our TCASII showed other traffic to be 700 below our altitude. The traffic indicated on our TCASII got within 3 1/2 to 4 mi and 700- 800 below our altitude at FL250.

Title: AN MLG ACR CREW RESPONDED TO A TCASII COMMAND TO CLB. THE INTRUDER ACFT WAS SEEN ON RADAR BUT NOT VISUALLY.

NEXT WE GOT A RA AS HE WAS 5-6 MI AND CLOSING AND WAS 800 FT BELOW AND CLBING. WE RECEIVED ORAL AND VISUAL INDICATIONS FROM OUR TCASII TO CLB. VSI SHOWED WE SHOULD CLB AT 1000 FPM. CAPT STARTED A CLB, AT APPROX FL255 CLB INDICATIONS STOPPED. WE LEVELED OFF AT APPROX 25550 FT MSL. WE IMMEDIATELY NOTIFIED CTR OF OUR CLB AND ASKED IF HE HAD TFC BELOW US WHICH WAS CLBING. HE (ZID) ADVISED THAT HE HAD TFC BELOW US LEVEL AT FL240. AFTER TFC PASSED BEHIND US, WE DSNDED BACK TO FL250 AND OUR TCASII SHOWED OTHER TFC TO BE 700 BELOW OUR ALT. THE TFC INDICATED ON OUR TCASII GOT WITHIN 3 1/2 TO 4 MI AND 700- 800 BELOW OUR ALT AT FL250.
