Narrative:

The problem arose when I issued a 050 heading to air carrier X departing runway 28R. The problem was discovered when the bay departure controller called me to ask what SID or heading was issued. It was night time and noise abatement procedures were in effect, so with an IFR departure off of runway 28 I had 2 options. Issue a 1) quiet 1 departure, 2) shoreline departure or a 050 heading. The heading I issued didn't assure terrain obstacle clearance with mt san bruno. Corrective actions: all runway 28 IFR departures will be issued a SID to ensure proper terrain obstacle clearance.

Title: ACR X HAD LESS THAN REQUIRED TERRAIN CLRNC ON DEP. SYS ERROR.

Narrative: THE PROBLEM AROSE WHEN I ISSUED A 050 HDG TO ACR X DEPARTING RWY 28R. THE PROBLEM WAS DISCOVERED WHEN THE BAY DEP CTLR CALLED ME TO ASK WHAT SID OR HDG WAS ISSUED.
