Narrative:

The aircraft was stopped on the ramp area short of a taxiway. A thunderstorm in the area with strong winds pushed a baggage cart into the right propeller with the engine running. The propeller shattered causing major damage to the engine. No one was injured and all 29 passenger deplaned normally. I believe this occurrence could have been avoided if baggage carts and other equipment were stored and secured. Callback conversation with reporter revealed the following: reporter advised that this incident occurred at jfk, ny, airport. The baggage cart parking brake had apparently not been set by the ground handling personnel, and the heavy thunderstorm winds blew the cart into the aircraft turning propeller. The reporter was not contacted by the FAA.

Title: BAGGAGE CART ROLLED INTO ONE OF THE TURNING PROPS OF AN ACR MDT ACFT STOPPED SHORT OF THE TAXIWAY CAUSING MAJOR DAMAGE TO THE ACFT ENG.

Narrative: THE ACFT WAS STOPPED ON THE RAMP AREA SHORT OF A TAXIWAY. A TSTM IN THE AREA WITH STRONG WINDS PUSHED A BAGGAGE CART INTO THE R PROP WITH THE ENG RUNNING. THE PROP SHATTERED CAUSING MAJOR DAMAGE TO THE ENG. NO ONE WAS INJURED AND ALL 29 PAX DEPLANED NORMALLY. I BELIEVE THIS OCCURRENCE COULD HAVE BEEN AVOIDED IF BAGGAGE CARTS AND OTHER EQUIP WERE STORED AND SECURED. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR ADVISED THAT THIS INCIDENT OCCURRED AT JFK, NY, ARPT. THE BAGGAGE CART PARKING BRAKE HAD APPARENTLY NOT BEEN SET BY THE GND HANDLING PERSONNEL, AND THE HVY TSTM WINDS BLEW THE CART INTO THE ACFT TURNING PROP. THE RPTR WAS NOT CONTACTED BY THE FAA.
