Narrative:

Problem arose because cmi approach cleared me for a VFR approach to dec and did not turn me over to the tower. He thought that he did. Contributing factor was an airplane arriving at the same time. The controller made me #1, the aircraft #2, then changed his mind at least twice. In the end, I was #1. The problem was discovered when I decided to cancel IFR to help keep the traffic flow moving. The controller asked if I had contacted the tower at dec. I told him I had not been told to change to tower frequency. Corrective action. I cancelled IFR and called dec tower for landing.

Title: CORP ACFT ON IFR FLT PLAN DOES NOT RECALL HDOF TO TWR WHEN CLRED FOR APCH. PENETRATES ATA.

Narrative: PROBLEM AROSE BECAUSE CMI APCH CLRED ME FOR A VFR APCH TO DEC AND DID NOT TURN ME OVER TO THE TWR. HE THOUGHT THAT HE DID. CONTRIBUTING FACTOR WAS AN AIRPLANE ARRIVING AT THE SAME TIME. THE CTLR MADE ME #1, THE ACFT #2, THEN CHANGED HIS MIND AT LEAST TWICE. IN THE END, I WAS #1. THE PROBLEM WAS DISCOVERED WHEN I DECIDED TO CANCEL IFR TO HELP KEEP THE TFC FLOW MOVING. THE CTLR ASKED IF I HAD CONTACTED THE TWR AT DEC. I TOLD HIM I HAD NOT BEEN TOLD TO CHANGE TO TWR FREQ. CORRECTIVE ACTION. I CANCELLED IFR AND CALLED DEC TWR FOR LNDG.
