Narrative:
Small transport X landed gear up runway 3. Small transport X had been inbound to secondary airport when radar contact was lost. Small transport X lost radios, transponder, navaids, etc -- everything except engine power. A MTR went missed approach runway 21 to avoid small transport X on runway 3. Supplemental information from acn 207232: MTR on final for runway 21 reports small transport X crash on runway 03 and going around. MTR told to fly localizer flight plan and to call departure. Crash crew notified immediately.

Title: SMT X ACFT EQUIP PROBLEM ELECTRICAL FAILURE LOST COM WITH APCH CTL AND LANDED GEAR-UP AT CHS ARPT.
Narrative: SMT X LANDED GEAR UP RWY 3. SMT X HAD BEEN INBOUND TO SECONDARY ARPT WHEN RADAR CONTACT WAS LOST. SMT X LOST RADIOS, TRANSPONDER, NAVAIDS, ETC -- EVERYTHING EXCEPT ENG PWR. A MTR WENT MISSED APCH RWY 21 TO AVOID SMT X ON RWY 3. SUPPLEMENTAL INFO FROM ACN 207232: MTR ON FINAL FOR RWY 21 RPTS SMT X CRASH ON RWY 03 AND GOING AROUND. MTR TOLD TO FLY LOC FLT PLAN AND TO CALL DEP. CRASH CREW NOTIFIED IMMEDIATELY.
