Narrative:

We were being vectored by ZNY -- they had given us a vector of 210 degree 'to intercept V-143.' shortly thereafter, we were handed off to iad approach who told us to depart robrt intersection heading 250 degree for in-trail spacing to dulles. The 210 heading assigned by ZNY did not get us established on V-143 prior to robrt, but at 26 DME we turned to heading 250, which put us into R-4009. After discussing this with iad facility manager, he informed me this is an ongoing problem arising from poor communication between ZNY and iad approach.

Title: FLC OF COMMUTER PENETRATES R-4009 AFTER INITIAL VECTOR FROM ZNY FAILS TO ESTABLISH V-143 BEFORE ROBRT INTXN.

Narrative: WE WERE BEING VECTORED BY ZNY -- THEY HAD GIVEN US A VECTOR OF 210 DEG 'TO INTERCEPT V-143.'
