Narrative:

While flight inspecting the mckellar sipes regional ILS runway 2, we flew over a small transport aircraft on departure end of runway 2 during a flight inspection low approach recorded run. I had told jackson FSS in about 4 mins, I will be requesting all aircraft operating in the vicinity of mckellar sipes regional to clear the ILS critical zone area. When we were established on the ILS for the recorded run, the sic requested jackson FSS advise all aircraft to remain clear of the ILS critical zone area (we were 8-10 NM from the runway). Jackson FSS transmitted the advisory to all aircraft. The small transport said he would hold his position. As I approached the runway, I had visually scanned the approach end, runup area, and down the runway, but did not see the aircraft at the far end of the runway. Once over the runway threshold, I was busy with flying the flight inspection profile which requires numerous xchking of flight instruments, maintaining 50 ft over the runway, on centerline, at slow airspeed. As we neared the departure end, I spotted the fmt aircraft holding in the middle of the runway. I did not take drastic action because of our þdirtyþ confign (gear down, flaps approach) and slow flight. I eased the aircraft up straight ahead to gain altitude as we overflew the small transport.

Title: CAPT OF GOV INSPECTION ACFT INADVERTENTLY FLEW OVER AN ACFT ON THE RWY DURING A LOW PASS OVER THE RWY TO CHK THE PERFORMANCE OF THE ILS.

Narrative: WHILE FLT INSPECTING THE MCKELLAR SIPES REGIONAL ILS RWY 2, WE FLEW OVER A SMT ACFT ON DEP END OF RWY 2 DURING A FLT INSPECTION LOW APCH RECORDED RUN. I HAD TOLD JACKSON FSS IN ABOUT 4 MINS, I WILL BE REQUESTING ALL ACFT OPERATING IN THE VICINITY OF MCKELLAR SIPES REGIONAL TO CLR THE ILS CRITICAL ZONE AREA. WHEN WE WERE ESTABLISHED ON THE ILS FOR THE RECORDED RUN, THE SIC REQUESTED JACKSON FSS ADVISE ALL ACFT TO REMAIN CLR OF THE ILS CRITICAL ZONE AREA (WE WERE 8-10 NM FROM THE RWY). JACKSON FSS XMITTED THE ADVISORY TO ALL ACFT. THE SMT SAID HE WOULD HOLD HIS POS. AS I APCHED THE RWY, I HAD VISUALLY SCANNED THE APCH END, RUNUP AREA, AND DOWN THE RWY, BUT DID NOT SEE THE ACFT AT THE FAR END OF THE RWY. ONCE OVER THE RWY THRESHOLD, I WAS BUSY WITH FLYING THE FLT INSPECTION PROFILE WHICH REQUIRES NUMEROUS XCHKING OF FLT INSTS, MAINTAINING 50 FT OVER THE RWY, ON CTRLINE, AT SLOW AIRSPD. I EASED THE ACFT UP STRAIGHT AHEAD TO GAIN ALT AS WE OVERFLEW THE SMT.
