Narrative:

After being given a crossing restriction I realized that I would be unable to comply. When I told the captain he tried to call to get relief, but the frequency was very busy and we could not get through until a few mi from the intersection 2000 ft high. We were told to hold altitude, at the same time we had a TCASII alert and RA not to descend. We did not see the conflicting traffic. While looking for traffic I went off course, but quickly corrected after conflict was clear.

Title: FO OF A MLG TYPE ACFT OVERSHOT XING ALT, DEVIATED FROM ASSIGNED TRACK AND RECEIVED A TCASII ALERT DUE TO NOT COMPLYING WITH ASSIGNED CLRNC.

Narrative: AFTER BEING GIVEN A XING RESTRICTION I REALIZED THAT I WOULD BE UNABLE TO COMPLY. WHEN I TOLD THE CAPT HE TRIED TO CALL TO GET RELIEF, BUT THE FREQ WAS VERY BUSY AND WE COULD NOT GET THROUGH UNTIL A FEW MI FROM THE INTXN 2000 FT HIGH. WE WERE TOLD TO HOLD ALT, AT THE SAME TIME WE HAD A TCASII ALERT AND RA NOT TO DSND. WE DID NOT SEE THE CONFLICTING TFC. WHILE LOOKING FOR TFC I WENT OFF COURSE, BUT QUICKLY CORRECTED AFTER CONFLICT WAS CLR.
