Narrative:

I was on an IFR flight departing garden city, ks to wichita, ks. It was VFR 6000 ft and above and I had been assigned 11000. I became distraction by a passenger and went to 12000 ft when the center questioned me. At that time, I told center I would go back to 11000 immediately, but the controller cleared me on up to 17000. Center never said to look for opposite direction traffic or said anything to another aircraft to look for me. There was no near miss or evasive action taken by anyone. About 15 min later, center asked me to call kansas city supervisor and gave me a number. When I called, the supervisor asked if I knew I had busted an assigned altitude, and I said yes. He told me center had lost separation but the other pilot did not see me. I never heard center request any other aircraft or me to look. The supervisor then asked for my name, certificate number, and what type of operation (part 91). He then gave me a number of a form he was filling out. I assume to send to FSDO for a violation. A distraction caused me to bust assigned altitude. There are many types of distrs, I try to pay attention to the regulations and common sense flying. I had many distrs that day, the biggest and most dangerous was the threat of a violation hanging over my head for 3 instrument approachs in some very bad conditions. Because after being notified on center frequency (so the entire sector can hear) to call a number on the ground, I knew I had trouble coming and my mind wasn't really on my job. I thought center warned us if we were 300 ft off altitude, but if that is not true, I will try harder to identify distrs and neutralize them.

Title: COMMUTER ACFT OVERSHOOTS ASSIGNED ALT BY 1000 FT. CTLR GIVES PHONE NUMBER TO CALL.

I BECAME DISTR BY A PAX AND WENT TO 12000 FT WHEN THE CTR QUESTIONED ME. AT THAT TIME, I TOLD CTR I WOULD GO BACK TO 11000 IMMEDIATELY, BUT THE CTLR CLRED ME ON UP TO 17000. CTR NEVER SAID TO LOOK FOR OPPOSITE DIRECTION TFC OR SAID ANYTHING TO ANOTHER ACFT TO LOOK FOR ME. THERE WAS NO NEAR MISS OR EVASIVE ACTION TAKEN BY ANYONE. ABOUT 15 MIN LATER, CTR ASKED ME TO CALL KANSAS CITY SUPVR AND GAVE ME A NUMBER. WHEN I CALLED, THE SUPVR ASKED IF I KNEW I HAD BUSTED AN ASSIGNED ALT, AND I SAID YES. HE TOLD ME CTR HAD LOST SEPARATION BUT THE OTHER PLT DID NOT SEE ME. I NEVER HEARD CTR REQUEST ANY OTHER ACFT OR ME TO LOOK. I HAD MANY DISTRS THAT DAY, THE BIGGEST AND MOST DANGEROUS WAS THE THREAT OF A VIOLATION HANGING OVER MY HEAD FOR 3 INST APCHS IN SOME VERY BAD CONDITIONS. BECAUSE AFTER BEING NOTIFIED ON CTR FREQ (SO THE ENTIRE SECTOR CAN HEAR) TO CALL A NUMBER ON THE GND, I KNEW I HAD TROUBLE COMING AND MY MIND WASN'T REALLY ON MY JOB. I THOUGHT CTR WARNED US IF WE WERE 300 FT OFF ALT, BUT IF THAT IS NOT TRUE, I WILL TRY HARDER TO IDENT DISTRS AND NEUTRALIZE THEM.
