Narrative:

On our routing from ewr to iah we are cleared from gve to spa (J37). On the en route chart J37 shows a min en route altitude (MEA) of 37000 ft. The problem is that we are never able to get to FL370. Prior to gve I always ask for direct spa due to the MEA. This has been going on for many yrs, and when I question ATC they don't seem to have any answers. I believe that the clearance should either be after gve direct spa, or after gve fly the 233 degree radial until receiving spa direct if below FL370. If you can help me find out why this is I would appreciate it. Our flight control says that they just file it the way ATC wants it.

Title: UNABLE TO MAKE MEA OVER GVE FL370.

Narrative: ON OUR ROUTING FROM EWR TO IAH WE ARE CLRED FROM GVE TO SPA (J37). ON THE ENRTE CHART J37 SHOWS A MIN ENRTE ALT (MEA) OF 37000 FT. THE PROBLEM IS THAT WE ARE NEVER ABLE TO GET TO FL370. PRIOR TO GVE I ALWAYS ASK FOR DIRECT SPA DUE TO THE MEA. THIS HAS BEEN GOING ON FOR MANY YRS, AND WHEN I QUESTION ATC THEY DON'T SEEM TO HAVE ANY ANSWERS. I BELIEVE THAT THE CLRNC SHOULD EITHER BE AFTER GVE DIRECT SPA, OR AFTER GVE FLY THE 233 DEG RADIAL UNTIL RECEIVING SPA DIRECT IF BELOW FL370. IF YOU CAN HELP ME FIND OUT WHY THIS IS I WOULD APPRECIATE IT. OUR FLT CTL SAYS THAT THEY JUST FILE IT THE WAY ATC WANTS IT.
