Narrative:

PIC of air carrier flight X aus to mem. First officer flying. We were level FL230. At about PM45Z near lfk center issued traffic at about 11 O'clock position at FL240, oth air carrier flight. No contact made. TCASII RA sounded with command to descend. TCASII showed traffic also descending. Alert ended at FL224. Advised center of TCASII RA, never saw air carrier Y. Center questioned our actions stating that air carrier Y had us in sight and was not descending. Event made in aircraft log page.
