Narrative:

Departed sdp (sand point, ak). Cleared to anc via green 12 saldo, then as filed, maintain 13000 ft. Squawk XXXX, call off to cdb cold bay radio 122.3, then center 132.9. Unable to reach center (no reply) after calling our departure time. Tried twice. Switched to center on assigned 132.9 to check in. No response. Tried center on 118.5 -- better reception in this area to ask for higher (filed FL210). Still no response. Returned to cdb radio to have them ask center for higher for us. Passing through 11600 for 13000, cdb radio acknowledges and advises he has been trying to reach us to amend clearance to 10000 ft. At same time center reaches us and clears us to FL210. Center then confirms that we had not received amended clearance. Radio and radar coverage in this area are poor. Should not have switched to center without acknowledging that cold bay radio copied our departure.

TRIED CTR ON 118.5 -- BETTER RECEPTION IN THIS AREA TO ASK FOR HIGHER (FILED FL210). STILL NO RESPONSE. RETURNED TO CDB RADIO TO HAVE THEM ASK CTR FOR HIGHER FOR US. PASSING THROUGH 11600 FOR 13000, CDB RADIO ACKNOWLEDGES AND ADVISES HE HAS BEEN TRYING TO REACH US TO AMEND CLRNC TO 10000 FT. AT SAME TIME CTR REACHES US AND CLRS US TO FL210. CTR THEN CONFIRMS THAT WE HAD NOT RECEIVED AMENDED CLRNC. RADIO AND RADAR COVERAGE IN THIS AREA ARE POOR. SHOULD NOT HAVE SWITCHED TO CTR WITHOUT ACKNOWLEDGING THAT COLD BAY RADIO COPIED OUR DEP.
