Narrative:

My home field is witham field, stuart, fl (sua). On 3/sat/92 I flew my plane VFR to st petersburg, clearwater international (pie). I left stuart about XX30 am. My flight plan was to arcadia, municipal (X06), then direct to st petersburg, a heading of 314 degrees. I have flown this trip 10 times to and from st pete this yr 1992 to date. I am quite familiar with the tampa (TCA) and all the ground and terrain surrounding it. At approximately XY30 am I was at position (1) on the sectional map enclosed herewith, heading 314 degrees showing 30.5 NM DME on radial 134 degrees from st pete VOR 116.4 I called tampa approach on 119.65 and after several tries, got a reply. Told approach my position and altitude 4500 ft. He asked me to identify which I did. No further response for 1 min or more, then aircraft X identify. I replied X identify and did again at position (2) on sectional map enclosed. DME showing 24.6, still no further response from tpa approach. At 22.8 NM I turned to heading 270 degrees to stay outside of TCA, as I had not been given clearance. Within 20 seconds of turning to 270, tpa approach 119.65 said contact tpa on 134.25. I replied and did so, tpa 134.25 replied, 'you are 6 mi inside the TCA, turn to heading 270.' I replied I am on a heading of 270. I made no reference to his remark, 'you are 6 mi inside the TCA.' my wife who always flies with me, noted the DME at 22.8 NM when we turned and right now a small abandoned airport was right under the nose. Position (3) on sectional map enclosed. Note 6 mi inside the TCA would be at position (4) on the sectional chart enclosed, 4 mi out over the tampa bay. I was 4 or 5 mi south of the shoreline. 134.25 asked me if I was familiar with the tpa TCA, I said I was, he gave me a heading of 330 degrees and turned me over to 119.65. Comments: there are 2 ATC controllers in the tpa TCA that I get all the time on 119.65 that try continually to get under the pilot's skin. They are rude, talk as fast as possible, never answer until you have called them 6 or 7 times. Don't clear you through the TCA unless you ask them. Try little tricks like are you asking for radar coverage, etc. The rest are polite, precise, helpful and like most all traffic controllers, a credit to the system, but these bad ones need to be pulled up, retrained, or talked to about procedures and attitudes, etc. The only way to do this is to prove that they are doing these unnecessary things. I would appreciate it, if you would pursue this case, and force it to a hearing. I have a feeling I will never hear anything from enforcement on this case, they know I was not in the TCA but there are tapes of the conversations and copies are kept of the aircraft radar flight path to prove my sectional map enclosed.

THEY ARE RUDE, TALK AS FAST AS POSSIBLE, NEVER ANSWER UNTIL YOU HAVE CALLED THEM 6 OR 7 TIMES. DON'T CLR YOU THROUGH THE TCA UNLESS YOU ASK THEM. TRY LITTLE TRICKS LIKE ARE YOU ASKING FOR RADAR COVERAGE, ETC. THE REST ARE POLITE, PRECISE, HELPFUL AND LIKE MOST ALL TFC CTLRS, A CREDIT TO THE SYS, BUT THESE BAD ONES NEED TO BE PULLED UP, RETRAINED, OR TALKED TO ABOUT PROCS AND ATTITUDES, ETC. THE ONLY WAY TO DO THIS IS TO PROVE THAT THEY ARE DOING THESE UNNECESSARY THINGS. I WOULD APPRECIATE IT, IF YOU WOULD PURSUE THIS CASE, AND FORCE IT TO A HEARING. I HAVE A FEELING I WILL NEVER HEAR ANYTHING FROM ENFORCEMENT ON THIS CASE, THEY KNOW I WAS NOT IN THE TCA BUT THERE ARE TAPES OF THE CONVERSATIONS AND COPIES ARE KEPT OF THE ACFT RADAR FLT PATH TO PROVE MY SECTIONAL MAP ENCLOSED.
