Narrative:

Upon landing at a temporary field landing zone on the south side of east lake tohopekaliga in st. Cloud, I was confronted by an FAA field inspector who inquired to see my certificate. I stated I did not have it on my person. He advised me I must have my license with me whenever flying in a civilian mode. He also inspected the aircraft's helicopter airworthiness certificate and made no comment regarding it. This was the only conversation which took place between myself and the FAA inspector. I flew for approximately 1 hour over the boat races on east lake tohopekaliga while video and photography personnel (3) photographed the boat races. Upon returning to my base heliport in orlando, fl, I realized that, according to the FARS, I should have had personal flotation devices for every soul on board, as well as flare signaling devices. I also realized that my anti-collision beacon and strobe were inoperable during my post-flight inspection, and must assume that this occurred en route since all system were working and operable during my preflight earlier that morning. Due to these events and the fact that my annual military flight physical is scheduled later this week, I realized that I did not have a current civilian medical certificate, this was due to the fact that last yr, my flight physical was performed while I was serving in operation desert storm in saudia arabia, and the flight surgeon did not have the civilian paperwork on hand. Even though I have a current military flight physical, I do not have a current civilian flight physical. I will have both a current military and civilian flight physical no later than april/92, and will not engage in civilian flight operations until this is accomplished.

Title: ROTARY WINGED TFC PLT IN VIOLATION OF FARS IN LACKING PLT CERTIFICATE AND CURRENT CIVILIAN MEDICAL CERTIFICATE DURING RAMP CHK. FLIES PHOTO FLT LATER WITH INOP ACFT EQUIP.

Narrative: UPON LNDG AT A TEMPORARY FIELD LNDG ZONE ON THE S SIDE OF E LAKE TOHOPEKALIGA IN ST. CLOUD, I WAS CONFRONTED BY AN FAA FIELD INSPECTOR WHO INQUIRED TO SEE MY CERTIFICATE. HE ALSO INSPECTED THE ACFT'S HELI AIRWORTHINESS CERTIFICATE AND MADE NO COMMENT REGARDING IT. THIS WAS THE ONLY CONVERSATION WHICH TOOK PLACE BTWN MYSELF AND THE FAA INSPECTOR. UPON RETURNING TO MY BASE HELIPORT IN ORLANDO, FL, I REALIZED THAT, ACCORDING TO THE FARS, I SHOULD HAVE HAD PERSONAL FLOTATION DEVICES FOR EVERY SOUL ON BOARD, AS WELL AS FLARE SIGNALING DEVICES. EVEN THOUGH I HAVE A CURRENT MIL FLT PHYSICAL, I DO NOT HAVE A CURRENT CIVILIAN FLT PHYSICAL. I WILL HAVE BOTH A CURRENT MIL AND CIVILIAN FLT PHYSICAL NO LATER THAN APRIL/92, AND WILL NOT ENGAGE IN CIVILIAN FLT OPS UNTIL THIS IS ACCOMPLISHED.
