Narrative:

135 operation on IFR flight plan in IMC. High intensity approach lighting NOTAM out of service at asg. Only NOTAM for asg being briefly. Upon arrival AWOS III reporting everything except ceiling. No other weather reporting available at asg. Made approach, broke out at 1000 AGL and AWOS reporting 5 mi visibility. Forecast for fyv was 4000 broken and 7 mi. As in 135 operation we need to know if a weather reporting system is working properly or not when we receive our briefings. Callback conversation with reporter revealed the following information: reporter states when receiving briefing not a word was mentioned about ceiling information being unavailable. Since this is a required part 135 operation, pilot should have been informed of missing information. Closing of FSS has made AWOS a real life saver for part 135 operation. But there must be some way for FSS to notify if some information missing/inoperative. Pilots need reliability of receiving this information through FSS. He was hearing AWOS very well, but did not have information he needed.

AS IN 135 OP WE NEED TO KNOW IF A WEATHER REPORTING SYS IS WORKING PROPERLY OR NOT WHEN WE RECEIVE OUR BRIEFINGS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES WHEN RECEIVING BRIEFING NOT A WORD WAS MENTIONED ABOUT CEILING INFO BEING UNAVAILABLE. SINCE THIS IS A REQUIRED PART 135 OP, PLT SHOULD HAVE BEEN INFORMED OF MISSING INFO. CLOSING OF FSS HAS MADE AWOS A REAL LIFE SAVER FOR PART 135 OP. BUT THERE MUST BE SOME WAY FOR FSS TO NOTIFY IF SOME INFO MISSING/INOP. PLTS NEED RELIABILITY OF RECEIVING THIS INFO THROUGH FSS. HE WAS HEARING AWOS VERY WELL, BUT DID NOT HAVE INFO HE NEEDED.
