Narrative:
I was trying to finish up a stage check with one of our students. All I needed to do were some takeoffs and lndgs. The tower here at wilmington opens at xa:00 and I figured that if I got the lndgs in, before the tower opened, I would be ok. I forgot that since we have a WX observer here around the clock, the control zone is always in effect. I should have contacted philadelphia approach and requested a special VFR clearance. I was only up for 15 min and was always in VMC conditions. I neither heard nor saw any other aircraft during the flight. Never the less I was flying illegally with no clearance in a control zone.

Title: INSTR PLT FLIES IN CZN WITHOUT SVFR CLRNC WHICH WAS NEEDED.
Narrative: I WAS TRYING TO FINISH UP A STAGE CHK WITH ONE OF OUR STUDENTS. ALL I NEEDED TO DO WERE SOME TKOFS AND LNDGS. THE TWR HERE AT WILMINGTON OPENS AT XA:00 AND I FIGURED THAT IF I GOT THE LNDGS IN, BEFORE THE TWR OPENED, I WOULD BE OK. I FORGOT THAT SINCE WE HAVE A WX OBSERVER HERE AROUND THE CLOCK, THE CTL ZONE IS ALWAYS IN EFFECT. I SHOULD HAVE CONTACTED PHILADELPHIA APCH AND REQUESTED A SPECIAL VFR CLRNC. I WAS ONLY UP FOR 15 MIN AND WAS ALWAYS IN VMC CONDITIONS. I NEITHER HEARD NOR SAW ANY OTHER ACFT DURING THE FLT. NEVER THE LESS I WAS FLYING ILLEGALLY WITH NO CLRNC IN A CTL ZONE.
